Some inmates with mental health issues find the structure of prison helpful to their medication, but they don#8217;t have that structure outside the prison, Kovach said.
The area looks much larger than officials thought it would be, both Schiccatano and Warden Bruce Kovach said.
At Wednesday#8217;s prison board meeting, Commissioner Sam Schiccatano told his fellow prison board members that the pre-fabricated cells are in place and the $29 million project is on time to be finished by June 2018. The first cells were placed in November.
President Judge Charles Saylor, also the chair of the prison board, said the idea was worth pursuing and hoped to see good results.
