Abreau said street projects involving extensive digging and repaving are required, by ordinance, either to wait nine months or until the end of the “frost and thaw season” — which Abreau says typically extends from November to April.

The tribe, as per a previous “intergovernmental” agreement that included a one-time payment of $1.5 million to the city, is obligated to make millions of dollars of traffic “mitigation” improvements at certain intersections.

Until such time that the case is resolved, either in federal appeals court or by the Supreme Court, the First Light site will remain fenced off and undeveloped.

The new pipes are meant to improve water pressure to houses as well as provide water to the resort casino facility with its hotels and water park, if and when it opens.
